Simpler procurement of rail vehicles

Purchasing trains is a complex and time-consuming process involving several different stages and numerous decisions before a new vehicle can be put into service. Transito’s aim is to procure modern, reliable and cost-effective vehicle fleets that can remain in service throughout their entire technical lifespan, which is typically around 30 years.

Transitio has over 30 years of combined experience in procuring, financing and managing rolling stock. Our promise is to offer you simpler procurement, smoother financing and more secure management of rolling stock than if you were to handle it yourselves.

We can provide:

Combined Expertise
– specialist expertise and advice covering the entire lifecycle management of rolling stock, from procurement to financing and management

Better Terms
– Coordination between regions creates economies of scale

Standardisation
– Vehicles that operate across multiple regions reduce costs.

Long-term management
– We ensure cost-effective management throughout the vehicles’ entire lifecycle.

Tailored process
– We use proven methods and processes tailored to the conditions and needs of each region.

It typically takes around eight years to progress from the initial idea to new vehicles entering service. Below, you can learn more about how Transitio supports you throughout the process, what you need to consider and which decisions you need to make when procuring trains.

Procurement means that Transitio purchases rail vehicles on behalf of the regions, and this can be done in different ways. You can lease the rail vehicles, in which case Transitio manages the entire process, from financing, procurement and project management through to delivery. If you own and finance the vehicles yourselves, you can receive support with project management and advice throughout the procurement process.

As part of the procurement process, Transitio also provides support with managing high-value components, special tools and documentation. Our aim is to minimize your vehicle costs and ensure high quality throughout the vehicle’s entire service life, which is approximately 30 years.

We offer three different models for procuring trains, depending on your region’s needs and circumstances.

1. You lease – Transitio procures, finances and owns the vehicles
This model is used by regions whose core operations focus on planning and procuring public transport services and who want predictable monthly costs and risk exposure.

  • The region leases the vehicles.
  • Transitio manages the procurement and project-manages the delivery.
  • Transitio finances and owns the vehicles.
  • The region leases the vehicles from Transitio.
  • Transitio manages the vehicles.

2. You finance and own – Transitio handles procurement and project management

This model can be used by regions that have their own resources for financing and debt management and are comfortable managing the risks associated with rolling stock procurement, but do not have the necessary expertise in procurement and project management.

  • The region finances and owns the vehicles.
  • Transitio manages the procurement and project-manages the delivery.
  • The region is responsible for managing the vehicles.

3. You procure – Transitio provides expert support

This model is typically used by regions that have their own resources for financing and debt management, as well as expertise in procurement and project management and experience from previous rolling stock procurements.

  • The region procures, finances and owns the vehicles. Transitio provides qualified advisory services
  • The region manages the procurement and project management
  • The region finances and owns the vehicles. Transitio provides quality assurance, expertise and specialist knowledge in specific technical areas

As part of the procurement process, Transitio also offers support in managing high-value components, special tools and documentation.

1: Needs assessment – idea, dialogue and planning
You describe your region’s public transport needs, and together we explore opportunities and potential coordination with other regions. Which rolling stock procurement model is the most suitable for your region?

Relatively small volumes of rolling stock are procured in Sweden compared with other European countries. To identify high-quality and cost-effective options that enable efficient maintenance, the starting point is to procure standardised vehicles that can be used across multiple regions.

Once a decision has been made on the procurement model, the preliminary study begins.

2: Feasibility study
We conduct a thorough preliminary study that addresses, among other things:

  • What type of rolling stock is best suited to your transport needs?
  • How many vehicles are needed?
  • What will the costs be over the vehicle’s service life?
  • Is there an opportunity to coordinate with other regions?
  • When procurement model 1 is selected, you receive a lease forecast as a basis for the region’s political decision-making.

3: Procurement
Once the political decisions have been made, we initiate the procurement process. We help you to:

  • Define requirements based on the preliminary study.
  • Ensure competition among suppliers.
  • Work to secure the best possible terms throughout the vehicles’ entire lifecycle.
  • Conduct the procurement in accordance with applicable laws and regulations.

4: Delivery (and commissioning)
We manage the delivery project and ensure that:

  • The vehicles are delivered in accordance with the agreement.
  • The quality is approved.
  • Staff are trained.
  • Documentation is in place, together with high-value components and spare parts.

5: Management (and commissioning)
An important factor in maximising the vehicles’ service life and “time in service” is rolling stock management. Transitio works to optimise lifecycle management and minimise costs over time. This requires clear and proactive maintenance, including the efficient management of high-value components and spare parts.
